    Description

    1867 letter written and signed by Charles Henry Davis (1807-1877), a US navy rear admiral whose navy service included work with the United States Coast Survey and, during the civil war, command of the western gunboat flotilla and then acting as chief of the bureau of navigation.  HIs promotion to rear admiral occurred in 1863; postwar service included acting as Superintendent of the Naval Observatory.  Lengthy letter on naval observatory letterhead to a US senator, discusses "construction, improvement and colonisation on all parts of the Great American Ishtmus".   Worth a read!
